The Opening Ceremony will take place on the first day of the Conference. It will be enhanced by the participations of the Governor of Shiga Prefecture, Japan, Mr. Taizo Mikazuki; the Rector General of the University of Guanajuato, Dr. Luis Felipe Guerrero Agripino; the President of the International Lake Environment Committee Foundation (ILEC), Dr. Kazuhiko Takemoto and representatives from the Mexican National Water Commission and the Government of the State of Guanajuato.
